To build closer ties with communities and support their health, the Network works closely with stakeholders in each community. Learning communities are a means of bringing together these stakeholders. They start their efforts based on the results of community health needs assessments. Once the needs have been identified, the learning community focuses on establishing community assets and then mobilizing collective efforts to meet those needs. Each learning community takes the form envisaged by the community. The Network's primary role is to support the community's health initiatives and ensure effective communication between the community and the health care system.
