Vitalité Health Network’s 2024-2025 Annual Report: Rising Above Challenges
Vitalité Health Network released its 2024-2025 Annual Report today at its Annual General Meeting in Campbellton. The document highlights the progress made over a year filled with accomplishments, all to the benefit of the 284,139 people served by the Network.
This year was defined by innovation, the transformation of primary health care, and the strengthening of ties with communities.
"The health care system operates in a demanding context, marked by an aging population, increasing chronic diseases, and persistent workforce shortages," said Dr. France Desrosiers, President and CEO of the Network.
"The Network has demonstrated its ability to turn challenges into catalysts for progress by constantly adapting, innovating, and collaborating. This has been made possible by our incredible health care workers’ continued dedication to our purpose: to foster the health of our patients and communities, today and tomorrow."

The year’s key accomplishments included the accelerated rollout of the local family health team model. From April 1, 2024, to March 31, 2025, the number of teams increased from 10 to 26. As a result, the number of patients assigned to a team rose from 55,495 to 161,095. This ambitious transformation aims to connect 100% of the territory’s patients to a team or primary care provider by 2029.
The report also highlights progress in surgical services, including a significant increase in the number of procedures performed, reduced wait lists in ophthalmology, and improved digital support for surgical patients.
Through sustained work to improve patient flow and hospital performance, the Network’s facilities achieved an average occupancy rate of 95%, which helped streamline the care pathway and preserve the capacity to provide quality critical care.
On the recruitment front, the Network successfully welcomed 45 new physicians, more than compensating for the 15 departures. A significant increase (+64%) in the number of new internationally trained employees is also noteworthy.
True to its university mission, the Network supported 311 research projects, welcomed nearly 1,900 trainees, and once again ranked among Canada's Top 40 Research Hospitals.

New Board Members
During this second year of its term, the Board of Directors continued its work to ensure effective governance.
"Our priority has been to ensure the stability necessary to support the Network's strategic directions and advocate for patients' interests, particularly on major issues such as primary health care funding and international francophone recruitment," said Vice-Chairperson Réjean Després, on behalf of the Board Chairperson.
He commended the Minister of Health's appointment of three new board members, who will begin their term on June 29:
- Léo-Paul Pinet (Acadie-Bathurst Zone)
- Misty Labillois (Restigouche Zone)
- Janice Goguen (Beauséjour Zone)
Mr. Després also sincerely thanked the three outgoing board members for their valuable contributions:
- Yves Francoeur (Acadie-Bathurst Zone), who lent his expertise in accounting
- Julie Cyr (Restigouche Zone), who provided significant support to research and education
- Jacques Doucet (Beauséjour Zone), who contributed his expertise in finance
